VACANCIES
The BIA Development Project is a landmark initiative aimed at transforming and expanding the Bandaranaike International Airport facilities. Japan International Co-operation Agency (JICA) funds the Project, involving construction of a new terminal building with MEP, IT infrastructure, and Civil Engineering works with Japanese Engineering Consultancy. Applications are invited from qualified, dynamic Sri Lankan citizens for the following positions at BIA, Katunayake, as per Management Services Circular No. 2/2026 dated 28.03.2026.
1️⃣ PROJECT DIRECTOR — 01 Post
🎓 Bachelor's Degree (UGC recognized) + Postgraduate Degree (Masters) / Associate Membership + 12 years post-qualifying experience at Managerial Level (6 yrs senior managerial)
🎓 OR: Corporate/Fellow Membership + 10 years' experience at managerial level (5 yrs senior managerial)
💰 Category-A — Rs. 400,000/- + Govt. Approved Allowances
2️⃣ PROJECT CONTRACT SPECIALIST — 01 Post
🎓 Bachelor's Degree in Civil Engineering (UGC) + Postgraduate/Masters or Associate Membership + 10 years' experience at Managerial Level as Class I officer
💰 Category C (Specialist) — Rs. 305,000/- + Govt. Approved Allowances
3️⃣–6️⃣ CIVIL (02), ELECTRICAL (01), ELECTRONICS (01), MECHANICAL (01) ENGINEERS
🎓 Bachelor's Degree (UGC recognized) + Associate Membership + 07 years' experience as Class II/III officer or similar
💰 Category D — Rs. 260,000/- + Govt. Approved Allowances
7️⃣ PROJECT ACCOUNTANT — 01 Post
🎓 Bachelor's Degree/UGC-equivalent + Licentiate II/Certificate II in Accounting & Business or corporate professional qualification + 07 years' experience
8️⃣ PROJECT INTERNAL AUDITOR — 01 Post
🎓 Bachelor's Degree/UGC-equivalent + Associate Membership + 04 years' experience, OR Class II/III officer with 07 years' experience
💰 Category D-1 — Rs. 260,000/- + Govt. Approved Allowances
9️⃣ ACCOUNTS ASSISTANT — 01 Post
🎓 Bachelor's Degree/UGC-equivalent, OR NVQ Level 7 (3 yrs exp.) / NVQ Level 6 (6 yrs exp.) / NVQ Level 5 (9 yrs exp.) certificate in relevant field
💰 Category F — Rs. 160,000/- + Govt. Approved Allowances
🔟 STENO CLERK — 03 Posts
🎓 3 subjects passed at G.C.E. (A/L) in one sitting
🎓 G.C.E. (O/L) 6 subjects with credit passes in Sinhala/Tamil, English, Mathematics + 2 others
1️⃣1️⃣ OFFICE ASSISTANT — 03 Posts
🎓 G.C.E. (O/L) 6 subjects with credit passes in at least 2 subjects including Sinhala/Tamil (max 2 sittings)
💻 Computer literacy & experience an added qualification
📍 Preference given to residents of Gampaha District
💰 Positions 1–9 entitled to all Government approved allowances per MSD Circular No. 02/2026. Positions 10 & 11 entitled per MSD Circular No. 02/2026 and Public Administration Salary Scale MN-2 Grade III / PL I Grade III respectively, plus 50% allowance on the initial step and all Govt. approved allowances.

✔️ Experience in foreign funded projects

✔️ Membership of a recognized professional institution
✔️ Microsoft Office / AutoCAD / MS Project competency for Engineers
✔️ Experience in IT, Electronics & ELV systems for building/infrastructure projects (Post 5)
✔️ Experience in international airport related construction projects
ℹ️ GENERAL INFORMATION & TERMS
💳 Employee contributes 8% of salary to EPF; Employer contributes 12% to EPF and 3% to ETF
📄 Project Staff recruited on Contract basis for 1 year, renewable annually subject to satisfactory performance
