This examination is open only to serving public officers who meet one of the following:
- ✔ A permanent, pensionable officer in the Supra Class of the Management Service Officers'/Provincial Management Service Officers' Service
- ✔ An officer with 20+ years of active, satisfactory service in that Service, including at least 10 years in Grade I
Age: Not more than 55 years · Confirmed in the relevant post · Clean disciplinary record · All salary increments earned in the preceding 5 years · Maximum 3 attempts at this competitive examination.
- ✔ Permanent, pensionable appointment to Grade III of SLAS
- ✔ One-year probation; first efficiency bar exam due within 3 years
- ✔ Second official language proficiency required per PA Circular 18/2020
- ✔ Governed by the SLAS Minute (Gazette Extraordinary 1842/2) and PSC Procedural Rules

Final ranking combines the written exam total, up to 100 seniority marks, and up to 25 structured interview marks (Management Skills, Leadership, Communication, Personality). Exams may be sat in Sinhala, Tamil or English — one medium only.
Seniority marks are earned per year of qualifying service — 10 marks/year in the Supra Class, or 8 marks/year for Class I officers beyond 20 years' active service. Only candidates who score 50%+ in all three written papers proceed to the interview stage.
