Option 1: A UGC-recognized university degree that includes at least one of: Commerce, Business Management, Information Technology, Economics, Statistics, Cost Management, Mathematics, or Science.
Option 2: A degree in any field from a recognized university, together with 2 years of experience in Cost Management.

The Costing & Statistics paper covers costing methods for management decisions, material/labour/overhead costs, cost analysis, fixed vs. variable costs, statistical forecasting and data analysis. Papers may be answered in Sinhala, Tamil or English — one medium only, fixed at application.
Candidates who pass the written exam are ranked by merit; twice the number of vacancies are called for a structured interview.
- Prepare your application following the specimen format published in the Gazette
- Use A4-size paper, completed in your chosen exam medium
- Pay the Rs. 1,200 fee at any People's Bank branch (A/C: 176‑1001‑090‑27314) and attach the original receipt
- Get your signature certified by an authorized officer as specified in the Gazette
- Write the exam name on the top-left corner of the envelope
- Send by registered post to the General Manager of Railways, Sri Lanka Railway Department, P.O. Box 355, Olcott Mawatha, Colombo 10
